I have laid before the Marquess of Salisbury your letter 32959/99 of the 4th instant relative to the desire of the Chinese Government to resume jurisdiction in the city of Kowloon.
I am to state, for the information of Mr. Secretary Chamberlain, that the Chinese Minister having been informed repeatedly that Her Majesty's Government could not comply with the wishes of his Government in this matter, Lord Salisbury decided to leave Sir Chihchen Loh Fêng-luh's note of the 14th ultimo unanswered.
